Project Overview
U.S. Citizenship and Immigration Services (USCIS) operates several public-facing and partner-facing digital systems that together form much of the agency’s interface with applicants, employers, and developers. One Dynamic delivered Drupal-based work across three distinct properties in the USCIS portfolio, each serving a different audience at a different scale.
USCIS.gov Redesign
USCIS.gov is the agency’s primary public-facing website, serving applicants, prospective immigrants, attorneys, and the broader public. At peak load it handles approximately 43,000 concurrent user sessions worldwide — a traffic profile that places it among the higher-volume federal agency sites.
One Dynamic redesigned both the back-end and front-end architecture of the site, executed the migration from Drupal 7 to Drupal 8, and configured a CI/CD pipeline that supports ongoing content and code updates without the manual deployment overhead the previous platform required. The redesign emphasized maintainability and operational resilience as much as visual design — for a site of this traffic profile, the engineering substrate matters as much as the user experience layered on top of it.
E-Verify Enhancement
E-Verify is the federal program that allows employers to confirm the work eligibility of newly hired employees by checking submitted information against records held by the Department of Homeland Security and the Social Security Administration. Its compliance and availability requirements are not negotiable — the workflows have legal weight, and outages directly affect employer hiring operations across the country.
One Dynamic delivered enhancements to the E-Verify platform that improved the employer verification workflows, sustained the compliance properties the program is required to maintain, and held the high-availability profile the program’s user base depends on.
APIGEE Developer Portal
The APIGEE Developer Portal extends USCIS’s digital reach beyond its own user-facing properties by giving third-party developers controlled access to the agency’s APIs. The portal is the front door for that access — it documents the available APIs, manages developer registration, and provides the tooling third-party teams need to build against agency capabilities.
Building the portal expanded USCIS’s ability to participate in a larger digital ecosystem and improved interoperability between agency systems and the external systems that depend on them.
Common Engineering Threads
The three projects had different audiences and different success criteria, but the engineering practice that ran through all of them was the same: a managed Drupal stack with deployment automation appropriate to the audience and scale, architectural attention to maintainability before novelty, and an operational posture that recognized these systems as load-bearing parts of agency mission delivery rather than as ordinary content sites.
